José Luis Sánchez Navarro in avemundi writes that for a long time he has been using WinDbu to manipulate dbf files. However, as this tool has not been upgraded to 16 bits and still has the look and feel of Windows 95, he has been looking for alternatives. His current favourite is DbfDesktop although it still does not have all the functionality of Windbu.
